Well... I don't think submission to Factory is so simple and straightforward
Factory is the gateway for all the packages in openSUSE distros as well as SLE and derivatives. Factory submission process is the only way for those to be able to grow
You can't grow forever, and, sometimes, less is more. Just because some other Linux distros can brag with ">30k packages" does not necessarily mean they are all up to par.
That said, IMO Factory has fewer hurdles for package inclusion than e.g. Debian. But also more than build-script-only distros, because our packages need to successfully build regularly.
Perhaps we have already hit the sweet spot and just don't know it.
