While I'm often an advocate of creative interpretation of any standard, the FHS in this case is so crystal clear that I don't see how /lib is a viable suggestion

Given under this model distro-provided configuration files like /usr/etc would be intended to be read-only and shareable across similar openSUSE installations, to be then overridden by host-specific overrides in /etc, I absolutely think the suggestion of using /usr is a far better choice than putting any of this new stuff in /lib
