standard, the FHS in this case is so crystal clear that I don't see

Given under this model distro-provided configuration files like
/usr/etc would be intended to be read-only and shareable across
similar openSUSE installations, to be then overridden by host-specific
overrides in /etc, I absolutely think the suggestion of using /usr is
a far better choice than putting any of this new stuff in /lib
Fair enough. I take your point. I know that the FHS has modified some
definitions compared to traditional *nix uses, but I'll concede on that point.
