I have actively removed packages from Factory and thus future Leap because I was no longer willing to waste work on working around bugs of stupid bots enforcing even more stupid rules on changelogs (to just pick one of the rules).
Those packages live on happily ever after in a "devel project" and apparently still have their users, at least the bug reports I'm getting suggest that.
Getting stuff into / keeping stuff in Factory is not as painless as some might suggest here.
(And yes, I remember the argument that these rules were all about quality management and about the poor guy who will have to fix the package in SLES 42 years from now and thus needs some sort of machine-parsable changelog or such. But nobody could show me any quality complaint about the packages in question and besides that it was never in SLES anyway.)
