[opensuse-factory] New package: ghc-rpm-macros

Dear Factory maintainers, SR #137039 submits ghc-rpm-macros from devel:languages:haskell to Factory. The package contains macros to support packaging of Haskell libraries and applications. It is based on Fedora's Haskell packaging guidelines and adapted to openSUSE.
