Idea was to extend policy by documenting exceptions and trying to summarize impact of being such exception (e.g. No Impact, or Security team will not be able to look up x.y.z).

sounds like the option I would go for except for the very last part of
that sentence which says that the policy stays as is which sounds
contradictory because my understanding is that the current policy
prefers contiguous changelogs. But maybe the policy refers to something
else e.g. that amending existing changelog entries is not allowed. A
clarification to that matter would be really useful.
