First: Yes, we should.
Second: The decision to have an own bugzilla depends on a couple of
points which are present in the past - we have to evaluate it again as

think about people having many community repositories enabled: which
one is the right project to fill a bugzilla entry?
I think that's currently one of the main problems which prevent Novell
from giving every project an own "Product". Perhaps this has changed
meanwhile? I don't know.
3) Currently people who use packages from the buildservice can (and do
already) use the OBS feature to file bugs against Education packages in
Novell's Bugzilla. So for me the current situation is as userfriendly
as possible: just use the bugzilla you prefer - your bugreport will
reach the developer in the end.
4) If you file a bug in Novells Bugzilla, normally your bug will
screened by Novells Bugzilla Team. So in the end, bugs which are
related to education packages *can* take some time until they reached
the responisble developer.
