The regs seem to be different for each area (which is odd). But some kind of "city and guild" basic level or HSS Hire (www.hss.co.uk) do a PAT testing course, and also hire PAT testers. Our local authority do offer a PAT testing service, which is charged (as far as I know) per device.
As for computers with "soft power" buttons, what you are testing is the PSU which is directly connected to mains surply, so only the rocker swich needs to be on. You do how ever have to be careful with the test performed, skiping the insulation test, as this has been know to damage computers (this won't happen if you get a PAT tester designed for use with IT equipment)
