Our local authority do offer a PAT testing service, which is charged (as far as I know) per device.
As for computers with "soft power" buttons, what you are testing is the PSU which is directly connected to mains surply, so only the rocker swich needs to be on. You do how ever have to be careful with the test performed, skiping the insulation test, as this has been know to damage computers (this won't happen if you get a PAT tester designed for use with IT equipment)
