Shared library is not versioned. Please take a look at http://en.opensuse.org/Shared_Library_Packaging_Policy for more details. If you have no information about a library interface, you can still use a package version in a -soname option for ld. This i don't understand. The "libatlas3" Package is placed in hamradio and Education too. Both Projects has not fixed this RPMLint Error. Why should i do this?

Contrib is more closed to Factory, so packages would be conform with Shared Library Policy. Other project probably don't have this requirements for it's packages. Perhaps start talking with the libatlas3 maintainers in the Education project instead of silently submitting their packages to contrib might help?
