The only one I know of is krpmbuilder, but to be honest it is probably worth looking at the spec file of a similar package to yours and copy the main points and read up on the documentation[0]. FYI, MonoDevelop will also have a .spec file editor as part of our build service integration. However, it'll need to be GTK#-based, so unless you switch to Mono there's no way we can share things at this level :(
