I have a patched kernel in my home project and I would like to add the package ipw3945-kmp-default that is built for my kernel. With osc I can build locally and pass the custom kernel as a preferred rpm. Can I do something analogous on the build service?

You can create a source link, for example from the openSUSE:Factory project package to your home.
The OBS will always build the latest sources from Factory using your kernel base.
You can create a source link easily at the project page of the web interface.
Btw, you can also use these source links for applying your patches on existing kernel sources. The home:janblunck:kernel project contains such an example.
