Seems to be an issue with that particular mirror. http://download.opensuse.org/tumbleweed/repo/oss/suse/x86_64/?C=M;O=D has files from Sep 1 and the same 20160831 release that I see on armv7l. Also note that there are mirrors in .au that are newer than 20-Aug-2016 (but not fully up-to-date either): http://mirror.internode.on.net/pub/opensuse/tumbleweed/repo/oss/suse/x86_64/ Found via http://mirrors.opensuse.org.
