[opensuse-buildservice] Building rpm with a unicode locale

As far as I can find, RPMs are always built using the C locale, which is non-unicode. This breaks a lot of python packages, which use the locale of the environment, and thus fail when it gets, for example, utf-8 in a readme file (which is extremely common).
