I just finished this. (Only in svn so far, however.) You can now use osc meta prjconf <prj> --edit to open the project config in an editor. To make scripting easier than before, you no longer need to work around with the EDITOR envvar. You can use osc meta prjconf prjconf <prj> --file=... to upload prepared content, or have osc read from standard input with --file=-.
