I think the prjconf of openSUSE:12.3 was temporarily broken. Try retrigger.
This is an ugly one (I've seen it before)... if I remember correctly it went like: if the prjconf was botched at one time, and the scheduler went into a state of denial, only a prjconf change would fix it.
