You can change the KDE paths in «System Settings» -> «About me» -> «Paths». However, after a reboot the defaults are shown and used.

It's even bad ... I've rename Documents to My Documents put videos to ~/My Documents/My Videos put Pictures to ~/My Documents/My Pictures put Music to ~/My Documents/My Music Rename Download to Downloads and finally put Templates to ~/My Documents/My Templates
After a reboot, systemsettings are resetted to defaults, and directories are recreated ... putting mess inside Home folder.

This can lead to many confusion on user experiences. as if they choose special location for their folder (which can be nfs ou cifs mount to access to their enterprise servers )

Many thanks for the tips (I would never notice about .config, I was looking inside .local :-)
I would be bad not to have this fixed for the 11.2 as it could lead to many troubles for "simple" users who will never understand why it's not working.
We should retain this page as a how-to make it working.
