How? "zypper ref" won't try to refresh any repositories which don't exist. If you try to refresh only specific repos, that's invalid.
The repo is *defined* in /etc/zypp/repos.d
No, it's not.
"Repository repo-non-oss not found." means there is no such repo in repos.d. If the repo was defined but the location didn't exist on the mirrors, you'd get download errors instead.
