Even if a proxy is configured in second stage, the proxy will not really help because download.opensuse.org redirects to many mirrors which invalidates most requests from previous installations. Therefore I request to change the flow to first ask wether the online update should run. Hm, but installing extra packages might be needed anyway in second stage, e.g. during hardware configuration. And you'll need to run the online update eventually some time.
I run sed on the .repo files to point them to a fixed mirror, which in turn is already cached in the proxy from earlier runs. I mean 'they could', AFAIK for some specific requirements during hardware configuration. Or maybe during authentication config, to install some new pam modules or whatever.
