I did not get the message under 11.1. For example if I use rsync to transfer a file from another system I get the message. I do not get the message if I transfer a file from the same system. The transfer seems to work correctly. The message seems to be related to the line 'bind -f /etc/inputrc' located in a local profile of the user running the command.
