It works only without KVM Switch. With OpenSuse 15.1 this was no problem. The KVM is an MT VIKI Auto USB KVM Switch. Provide output of the following commands for both direct connection and connection via KVM switch
lsusb hwinfo --mouse hwinfo --keyboard

Do you have a second keyboard? If yes, boot without KVM switch at first with plugging your keyboard directly to a USB port. Then, plug you KVM switch (with another keyboard), and check whether it works. Even if the keyboard over KVM won't work, the directly plugged one should keep working. Alternatively, you can re-plug the keyboard while running the hwinfo in the background on a terminal after some delay, e.g. sleep 30; hwinfo > hwinfo.out (don't forget to run it as root). -- You are receiving this mail because: You are on the CC list for the bug.

I re-plugged the keyboard and mouse while running hwinfo in the background. The output of hwinfo --mouse and hwinfo --keyboard is empty. The output of lsusb shows no keyboard and no mouse. I have a try with the new kernel. -- You are receiving this mail because: You are on the CC list for the bug.

Please get the full hwinfo output (run without option), and attach the output. At both keyboard working before switching to KVM and after switching. Also, give the kernel log (the output of dmesg) after switching to KVM, too.
The interesting part isn't about the output about the hwinfo --keyboard but rather the USB controller and the kernel messages.
When booting keyboard and mouse are working at the beginning in the text mode. When the OS is switching to graphic mode keyboard and mouse are not working. -- You are receiving this mail because: You are on the CC list for the bug.

If you switch back again from the graphics desktop to the text mode (e.g. plug another or re-plug the keyboard directly to the USB d or re-plug the same one to the USB port directly (without KVM), does it start working?
The dmesg shows that the device have been recognized, at least.

Also, please check whether the recent upstream kernel works better or not. Download kernel-default.rpm from
http://download.opensuse.org/repositories/Kernel:/stable:/Backport/standard/
and install it on your Leap 15.3 system, boot with it and test. Note that this kernel is an unofficial build, and it won't boot with Secure Boot.
