[Bug 1045876] Every case of attempt for the creation regarding partition labels whose names are identical are rejected.

This is not a bug, it's a feature. Partition labels only make any sense if they are different; only in that case they can uniquely identify a partition. So the bug is on the Fedora side IMHO.
