I'm not subscribed to initramfs and didn't get the reply. I've responded now. Yes, this was reported against openSUSE but I suspect SLE12 suffers as well. It needs at least dracut-systemd/rootfs-generator.sh: always create generated files. that is a real bug that can really affect people.
