For the actual patch, I'm getting conflicting reports when googling it (specifically, http://wwp.greenwichmeantime.com/time-zone/australia/western-australia/time/... claims that the DST starts on Dec 1st, not Dec 3rd, and has some PDF with a supposed bill text on the same server) - I need a link to an official source (best an actual bill text on official government site) describing the start and also the _end_ date of the DST (which the article does not mention).
From a mail I got privately, it seems that the rules are:

Other people watching this bug might be interested in that, so here it is: First they should backup /usr/share/zoneinfo. Then they need to get the Australian timezone source file - it is in the glibc src RPM for their distribution, glibc-*/timezone/australasia. Then they need to apply the patch attached to this bug (there should be no rejects). Then they should run as root: /usr/sbin/zic path/to/australasia. So I wonder if Debian model would be possible with the timezone package containing only data and the tools provided by glibc. One problem is that the tools would have to change ownership between packages and I'm not sure if that'll be handled ok during updating. Unfortunately I don't have time anymore to testbuild and verify the fixes, but the risk of mistake is hopefully rather low, except perhaps for 10.0 and especially 9.3 where the timezone updates weren't so consistent (9.3 received NO timezone update since release).
