Upstream CUPS does not support their patches. We will not work against upstream CUPS because extensive patches which are not accepted by upstream CUPS result an unmaintainable mess for us and in the end also for our customers who prefer a well maintained CUPS. Any openSUSE member can of course make his own CUPS version in his own openSUSE home project. Preferably if the dnssd backend for CUPS can be made as separated stand-alone software, any openSUSE member can of course make a dnssd package. But according to http://www.cups.org/str.php?L3066 "further work is required for Avahi support in the scheduler" so that it seeems the dnssd backend for CUPS cannot be made as separated stand-alone software - i.e. dnssd/zeroconf fro Linux (i.e. based on Avahi) requires changes in the core of CUPS (the "scheduler") i.e. the cupsd.
