Any openSUSE member can of course make his own CUPS version in his own openSUSE home project. Preferably if the dnssd backend for CUPS can be made as separated stand-alone software, any openSUSE member can of course make a dnssd package. But according to http://www.cups.org/str.php?L3066 "further work is required for Avahi support in the scheduler" so that it seeems the dnssd backend for CUPS cannot be made as separated stand-alone software - i.e. dnssd/zeroconf fro Linux (i.e. based on Avahi) requires changes in the core of CUPS (the "scheduler") i.e. the cupsd.
