For PCI hardware, we have 'modutils' dependencies (see http://en.opensuse.org/Libzypp/Dependencies/Hardware) In this specific case (ibmsis), its a mainboard/cpu dependency which probably can only be expressed by HAL. libzypp supports HAL dependencies, but HAL doesn't provide the needed information - yet.
