I wonder if the disk of your ESP is classified as "removable" by udisk2. The
uefi plugin of fwupd 1.5.2 adds an additional check for the "internal" disk by
"HintSystem" from udisk2. It can be checked with the following command:

 # udisksctl info --block-device /dev/sda

(Please replace sda with the actual disk of your ESP.)
