Still not sure what happens.
I can only state that sshd doesn't recognize traffic at the socket and hence
doesn't start sshd.
We need to narrow down this further.
Please log in to the console whithout manually starting sshd.
Then run:

ssh localhost

Does this work?

Please send me the log messages from this test as well as the output of:

netstat -as
netstat -patune
cat /proc/net/tcp
cat /proc/net/tcp6
