That $releasever should be OK, the problem is that the whole step is missing in the control.xml. The https://github.com/yast/skelcd-control-openSUSE/pull/151 fix has not been ported to the openSUSE-15_1 branch so it was added only in the TW, not in Leap 15.1. I'll fix that.
