This submit request https://build.opensuse.org/request/show/356585 includes one of the missing icons and ancor has already generated a release of yast-theme with the other missing icon and submitted it to Factory at https://build.opensuse.org/request/show/356583 (and also for SLE12 SP2, which is also affected by this bug)
