Tracked it down to:

Problem: nothing provides rubygem(ruby:2.4.0:websocket-driver:0.6) >= 0.6.1
needed by ruby2.4-rubygem-actioncable-5_1-5.1.4-1.2.x86_64
 Solution 1: do not install ruby2.4-rubygem-actioncable-5_1-5.1.4-1.2.x86_64
 Solution 2: break ruby2.4-rubygem-actioncable-5_1-5.1.4-1.2.x86_64 by ignoring
some of its dependencies

websocket-driver has been updated to version 0.7 on Oct 6 - breaking the dep
chain
