digikam 4 has been dropped (and replaced with version 5) in Factory already.

And it only contained the libs for its own use, not for building other packages
against it.

libkface is KF5 based since a while (that's why we created digikam-libs in the
first place), so cannot be used for KDE4 applications.
The next release of kphotoalbum will be KF5 based and therefore able to use it
again.

Btw, you can get kphotoalbum 4.7.2 from KDE:Extra, you don't need to build it
yourself:
