If package maintainer don't want to take on maintenance of the package to Leap,
in the meanwhile submitter or somebody else volunteering to maintain that
package in Leap, we can manage it by set an individual package maintainer for
that package in Leap project, otherwise, package in Leap doesn't have an
individual package maintainer.
