yes, we have feature request for it ( sorry, but no publicly opened, so link is
not useful). But let me quote few statements here:

kernel expert:
No objection from me. It's been my experience that the chance of a successful
boot with "Failsafe" is lower than with the typical boot option. Failsafe
disables too many things that are considered not only more stable these days,
but also required for the hardware to operate properly.

requester of feature:
SLE-12 is supporting boot from snapshots, which are meant to provide a failback
in case the system isn't booting. So the current 'Failsafe' boot menu entry
isn't required anymore.

Also it leads to a duplication of boot menu entries, as each snapshot will
provide it's own set of 'Failsafe' entries.


Also please note that you still can enable to have it in configuration file of
grub2 and yast2-bootloader will respect it. But by default it is not generated.
