it's certainly not optimized for random home user desktops who have their data in the cloud nowadays anyways. If you know what you are doing you are not going to like the proposal anyways. If you are in a corporate environment you will have central authentication and home dir backups. If you use a VM you don't care about /home either. So for the sake of simplicity the installer will propose the least complicated setup.
