I've discussed that internally and according to feedback I got you should:
- see (in current incorrect configuration) a warning when creating the solve
cache (repo_content: 'content' incomplete, no product solvable created!) 
- drop PRODUCT VERSION RELEASE and LABEL is probably unneeded as well. The
repository should not expose any product then.
