It doesn't seem to be a kernel bug, because I just tried Blueman 2.0.1 and it
correctly turns the bluetooth adapter on/off. With Blueman I disable Bluetooth
and my bluetooth connected devices stop working as expected. Here is what I see
after disabling bluetooth in Blueman:
