If you would compare the instructions carefully, you would notice that the the 'outline' is still the same, for ?, .., 11.4, 12.1, ..., 13.2 and Factory. Only first point have changed and 'NOTE ON SSL' to NOTES ON SSL and have been moved before the outline. So you can still do all the points manually as you need for 11.4, for example. So only first point of the outline plays a role here but you failed to specify why gensslcert is not enough for you. For what I see, mkcert.sh.gz gone from apache2 sources between 11.4 and 12.1 -- cca four years ago -- for reason uknown to me (Marcus, would you have a hint?), but probably because none wanted to maintain it or it was just superfluous. So maybe you would step up?
