Bug exists in the most current version of Leap 15.3.  
Bug does not exist in the most current version of Tumbleweed.

Steps to reproduce:

Download the Offline Image for Intel or AMD 64-big desktops, laptops, and
servers (x86_64)

I built a brand new VMware VM, booted from the Leap 15.3 image downloaded from
above
Once installed and logged in:
vtburtonra@VMOSLeap1:~ > ls -lh /etc/xdg/autostart/klipper.desktop
-rwxr-xr-x 1 root root 12K Sep 29  2020 /etc/xdg/autostart/klipper.desktop
As you can see, the executable bits are set.
zypper info plasma5-workspace
Version        : 5.18.6-bp153.4.2.3

So, this was fixed somewhere between 5.18.6 and 5.24.3.  However, why is the
most current version of Leap running "a very old plasma version"?
