After having connected to NAS storage with NFS, subsequent attempts to boot without the storage connected fail (hang forever) with a 'no limit' timeout. The only way to boot was to add '1' to the grub2 kernel line, boot to the equivalent to runlevel 1, then chroot in /mnt and disable NFS in systemd. After disabling NFS in systemd, boot again hangs attempting to activate NFS_B (B? really?), but thankfully there was a 1:36 timeout on NFS_B (shouldn't that have also be disabled when disabling NFS??) Regardless, no attempt to connect to remote storage should every result in a boot failure with a 'no limit' timeout. Further, after a hang during boot, the graphical login should be canceled (after a maximum of 180 seconds) and the user dropped to the normal console displaying the boot progress. This occurred on a new users laptop who finally brought it to me because he couldn't understand why the graphical login displayed forever....
