With k3b from the Packman repository it is not possible to create a video-dvd.
Installed k3b-packages :
k3b-lang-2.9.90+git20170220.0453-8.15.noarch
k3b-2.9.90+git20170220.0453-8.15.x86_64
k3b-codecs-2.9.90+git20170220.0453-8.15.x86_64

The German error-message is :
Das Projekt enth�lt nicht alle n�tigen Video-DVD-Dateien.

There is no problem to burn the same Video-DVD on fedora 25 
installed k3b-packages 
k3b-libs-2.0.3-11.fc25.x86_64
k3b-common-2.0.3-11.fc25.noarch
k3b-2.0.3-11.fc25.x86_64

Also there was no problem to burn video-dvds on openSUSE Leap 42.1.
