The probability distribution files in the iproute2 package, and used by tc, are packaged in /usr/share/tc. This may make sense, as they are ASCII, but tc looks for them in /usr/lib64/tc. As a result, things like: tc qdisc change dev $if root netem delay 100ms 20ms distribution normal result in No distribution data for normal (/usr/lib64/tc//normal.dist: No such file or directory) So, either the *.dist files need to go in %{_libdir}/tc, or tc needs to be patched to look in /usr/share.
