Comment # 11 on bug 1216969 from Michael Hirmke

I found the missed setting:

- System settings -> 'Apps & Windows' -> 'Activities'
- double click 'Default' (my only activity profile)
- 'Tracking file and app use'

I was not aware of this setting before, but after activating it and saving the
settings, the list of Recent Files was filled immediatly after opening the next
file, same for Recent Applications.
Why are there two different places to manage this?
Besides the above mentioned location there also is System settings -> 'Security
& Privacy' -> 'Recent Files', but this seems to have no effect at all.
How do they play together?
