Only /usr/sbin/slurmctld provides the gres_ctld_job_build_details symbol.

Any *other* program - /usr/sbin/slurmd included - trying to dlopen
slurm_linear.so will fail.


Leap has an entirely different slurm version, could simply be a case that they
didn't use gres_ctld yet at that time.
