It is common practice to avoid major version updates
so short before a release.
Factory and 13.2 has valgrind 3.10.0 though.

You could try that version from
https://build.opensuse.org/package/show/devel:tools/valgrind
and give feedback.

Maybe the maintainer decides that it is good to do a version update
as maintenance-update
