The xtables-addons-kmp-* rpm(s) are missing from the distribution download
repositories, whereas the rpm 
  xtables-addons-kmp-default-2.14_k4.12.14_lp151.27-lp151.3.59.x86_64.rpm
is available in
 
https://build.opensuse.org/package/binaries/openSUSE:Leap:15.1/xtables-addons/standard
(should be the source of the distribution).

The missing kmp rpm makes use of xtables-addon extensions to iptables unusable.
The remaining rpms from xtables-addons package are available in the download
repo of openSUSE Leap 15.1
