Meanwhile I've removed the part for lua from prjconf of Publishing:TeXLive and
it still builds.

My guess is that somehow the perl-Unicode-Collate which provides
perl(Unicode::Collate) = 1.29 becomes overwritten by perl which provides only
perl(Unicode::Collate) = 1.27
