I very much doubt that, because no fix has been submitted yet.
If the directory (~/.local/share/applications/kde4/) does exist there won't be
a problem though.

Hm?
If KGPG is defined as preferred application, it should be opened in KGPG if you
click on it.

Only if another application is on the top of the list you would have to
right-click and choose "Open With".

That's expected behavior though.
