TW has all the backported patches already in too, the current version of gnome-shell in Tumbleweed is 3.28.1+20180418.b476e851b-1.1 I'll have a look at the 'proposed patches' also mentioned in that ubuntu bug: there are a couple more patches which did not come from upstream git.
