No, unfortunately this is a different bug. It started in 4.19 most likely
because of a99790bf5c7f3d68d8b01e015d3212a98ee7bd57 : r8169: Reinstate ASPM

and I can still reproduce on 5.1-rc5 with fastboot=0 and max_cstate=9.
