It should be pretty simple: whatever the user was using on Leap (should it be the default or not) it should continue to work after upgrading to TW (regardless the defaults for TW are). That said the persistent naming scheme should have created a persistent naming rule that should still have effect after upgrading to TW... IMHO it would be interesting to understand how the latest dracut version introduced a regression first.
